Clarification and rules to cowboys and indians?

I was under the impression that it would be a format with objectives more like "all you can chomp"

Others have informed me that is "city capture and city defense". Which is it?

Also, are the rules available anywhere, or is it information that will be at the con only?

Nvm, listened to the podcast.

Hmm, will we get to see the rules before moncon? It sounds like it could be really unbalanced towards one side.

Will Mini cities be allowed?
